U.L Paper in GTA V and GTA O
The United Liberty Paper Contact (First name: Bernard) is a government agent who Niko Bellic is forced to take orders from. U.L Paper is introduced to Niko by Michelle, Niko's ex-girlfriend. He is the person who helped Niko find his antagonist, Darko Brevic.
U.L Paper returns in Grand Theft Auto V as an agent of the IAA circa 2013. In the mission The Wrap Up he can be killed by Michael De Santa, although this is later retconned as he returns in Grand Theft Auto Online missions from 2017 to 2022.
